im writing an essay for a class in college and wanted to know if there was an age limit to modify your car?

The subject of my essay is about having an age limit to do engine mods to your car, like at car shops. I feel that this will not stop racing out in the streets but this will have less suped up, faster, more dangerous cars out in the streets being driven by minors. Anything that anyone could help me out with would be greatly appreciated. Thank you

1. No age limit. Its not just minors that are causing accidents. Its the inexperienced drivers that THINK they are race car drivers and buy (sometimes) overpowered cars, or they cut their springs instead of installing suspension kits to lower their cars so that the weight load is too much for the springs to handle and off the road they go. Take a look around these boards. These idiots are everywhere, especially in the insurance section. They ask if they are at fault or how can they beat a speeding ticket or some other crap.
2. Horrible idea. Same as underage drinking, you would just make it cooler... I used to drink underage all the time cuz it was 'cool' now that I am 23, I don't bother any more... since its not as 'cool'. You would only UP the amount of people breaking the law(s). Speed doesn't kill. Coming to a stop quickly does.
