Can I get CA inspection sticker at out of state car?

I live in Massachusetts, but I will go to college at CA for two years. i have a car thats insurance and registration gat Massachusetts. I am going to delivery the car to CA. My question is : Can I get an inspection sticker at CA with Massachusetts registration and license?

1. None needed until you register that car in CA, which you shouldn't have to do. Most states students are exempt from having to have license and reg. changed.
2. California does not require an annual vehicle inspection like many of the east coast states do. (The "Bleeding Heart" lawyers claim it's not fair to the poor to REQUIRE them to drive a mechanically safe automobile).
