how do i get a licence to sell used cars and car parts in Tennessee?

what is the diff, in a car dealer licence and a recyclers licence? What does it take ? how much does it cost and requirements to resell older model and parts in the state of Tennessee. with out buying books and searching hundreds of websites, all i need is an answer straight up! is there a web page w/ answers?
