Can you get out of parking tickets if you sell your car and get new state plates on your new car?

Just wondering...somebody told me they would have no way of busting you on unpaid parking tickets if you sold your car and thus devoided your license plates. I'm planning on both selling my old car (licensed in CT) and buying a new car (licenses to NJ), anyone know if I can wriggle my way out of paying for $250 worth of parking tickets?
