is the chery QQ car from China worth buying? It is being sold now in the philippines for 8,000 US$.?

or would i rather buy a second hand of the same value but Japan made like Honda, Toyota & the like?

1. Probably not. You'd probably be better off buying a Daewoo Matiz (sells for about that price in most markets that have it), the car that the QQ is an illegal copy of.
2. Car would be cheap, but what about the aftermarket parts? It might be more expensive in the long run if you cant get the repair parts for 3 months or so. I am still waiting on a customers part from japan that i ordered last winter...
