How do I modify cars in grand theft auto san andreas?

my friend is so obsessed with that and he is constantly forceing me to look at the videos on youtube of it. please tell me how to hack the system and make mods. i will be sure to pick a best answer.

1. Late in the game your given a garage where yo can modify all your cars but b4 you get that you get the low rider garage where you can modify low riders.
2. first u need it for the pc then u download it off a website then u play it :)
