Is car modding legal in India?

Automotive Research Association of India is the agency that tests the road worthiness and homologates any vehicle thats launched in India. But people modify their cars - change the engine, suspension, change the exterior styling, etc.,- after they buy the vehicles. Is it legal to do such modifications? If its illegal, what are the legal prosecutions that could be expected? Will it be possible to get our modified cars homologated?
