Can anyone help with a Vauxhall Vectra (1996)-keeps blowing fuse number 22 (hazzards flashers).?

The car is an 18, 16 valve saloon. The fuse supplies hazzard flashers, indicators, interior light and radio. Hazzard switch, interior light , indicator lights and radio have all been disconnected yet when the fuse number 22 is put in it still blows. When the green wiring harness on passenger side is detached from the rear of the vehicle then the car will accept the fuse -resulting in no tail lights but the indicators and hazzard flashers work again! Car was never modified electrically. If anyone can help with this it would be great.

1. you've got a short in the wiring and need to check the back wires past the harness you unplug to get it to work. Check the wires for any bare spots or cracked/taped parts in the insulation
