Sold car before title came in?

So I have a customer that sold their car before they recieved their title. Here is the whole story. They purchased a vehicle from us, and also had a second vehicle. They payed off the second vehicle and sold it to their sister before the title came in from the bank. They removed the temp tags from the vehicle we sold them and put it on the second vehicle they sold to their sister. I told them they can no do that. Question is, can they get temp tags or anything on the vehicle they sold to their sister until the title comes into their posession, or are there any other options? I am in VA and only reason I do not know this is because we are not in the normal car business, we sell modified vans. First time I have had a question about this. Thanks!

1. No, they cannot take temp tags and put them on a second vehicle. The VIN numbers won't match. Shouldn't there be current plates on the vehicle they sold to their sister? You can usually get a temporary plate from the DMV for a cost.
