I live in central illinois and i am turning 16...what car would be the best for me.?

I am a guy who knows everything about any car. I need a car that is safe, easy on the budget, cheap to insure, and not some POS that cant move. A small somewhat sporty car with about 130-140 horsepower. Also it should be easy to modify with body kits and other things. Can you help?
