getting a ticket for parking for sale car on my property?

hello everyone , i own a commericial property in dearborn heights, mi. the property is leased out . some one parked a car on my property for sale ( i got 200$ ticket by mail ) and the ticket states that parking a car without a plate on property . eventhough it's not my car . please explain

2. go to a police station and ask them to explain cause the ticket should'nt go to you if it's not your car
3. "The system" can be pretty unreasonable when it comes to being oppressive against the people.
