Has anyone bought a car from Japanese auction & sent it to Uganda? Can you even do it? How much did it cost?

I am wanting to buy a 4x4 online from an auction in Japan, and have it freighted to Uganda via Mombasa Port...where I will pay someone from Kampala to drive it to Kampala $1,200. I am wanting to know if I as an individual am allowed to do it..I am not a licensed importer or exporter. Any clues? Thanks very much
