  1. If you are referring to a "bill of sale" letter it needs to contain the year, make, model, serial number, mileage and date of sale. It also needs to state who is buying the car and their address. I would put the name of the seller and their address on it too. It also needs to be signed by both the buyer and the seller. Some states require this letter to be notorized.
