How do I sell my car? And what do I need to do to transfer the car over?

My neighbor wants to buy my car.? First of all, I'm not even sure if his license is valid it might be suspended. Could I still sell it to him. Will the auto tags place let me do that? What else do I need to do?

1. In California, all you have to do is turn in the title document with the back filled out with the sales information. Your liability to the car is release once that is turned in to the DMV. If he has a suspended license that doesn't matter, just remember to turn the sales/title documents in as soon as possible to remove yourself as the owner of the car.
