1. Dont tell them you are buying cash until you strike a deal, dealers get a kickback from finance companies and will include this in the deal.
2. I would say Craigslist.com, they have tons of cars and the like to chose from AND you can barter easier.
3. how much are you spending ? If you want a inexpensive used car buy from Craigslist, the owner will be happy to take cash & not worry about a scam. If you are buying a new car, why pay cash ? Some dealers are giving 0% loans, make a down payment & invest the rest. Even a savings account pays more than 0.
