Is there a computer software, that allows you to modify cars, In detail?

I'm sure I've seen it somewhere, A computer generated modified car.. I was interesting in doing this myself?

1. Maya? 3D studio max? Off the top of my head. I use Maya, and it's a bitch. I'm not sure if you meant software specific to cars or not.
2. There is but its not free. Also depends on what you want to modify?
