What can legally be upgraded on a car in California? And what needs to be added for smog req's?

I'm moving back to Cali soon, and I gained a real interest in tuners while I was away. What can be modified on a car? When is a vehicle to old for smog test? Can I keep my current Spectre cold air induction?
