Is using nitrous oxide (NOS) in modified cars street legal in the UK? If not what laws say it isn't?

There is a lot of conflicting advice I've seen about using nitrous oxide on public roads in the UK - the sellers seem to think it is, but books and guides say it isn't: none of them have provided sources for their claims. Does anyone know what laws say it is illegal?
