Do I need to pay sale tax for my car when I refinance my auto loan?

I am told that refinancing a car is like selling it, so I have to pay sale tax and car license including smog check again. Is this true?

1. Dont you hate those scammers like below? LOL We never had to. They may charge a small fee but that is for their pape rwork. We did not reregister with the DMV or pay extra taxes. You alreay in a sense own the car.
