if a car was bought at police auction with bill of sale can I get a title for it in Tennessee?

I am looking at a car in Tennessee the owner says it was bought at police auction and that he was only given a bill of sale. He says he will provide a bill of sale and he has already contacted the dmv and a title can be got for $50. I want to make sure this is true before I buy a car that I cannot title.
