How Did Brazil Press Car Makers to Modify Their Engines to run on ethanol?

I am doing an alternative fuel report on Brazil, but one of the questions asked was HOW did Brazil "press" (or forced) car makers to modify their engines..so that their cars can run on a higher percentage of ethanol I can not find the answer anymore... If anyone knows, I would greatly appreciate the answer, thanks

  1. The government made it law that a certain percentage of vehicles run on ethanol. So if the manufacturers wanted to sell their vehicles in Brazil, they had to run on ethanol.
  2. As I understand it it was a case of passing laws, heavily taxing those cars that used conventional fuel, and giving generous tax breaks to those that used ethanol. Carrot and stick really.
