How do we sell a car in california that is registered in Washington?

My neice needs to sell her car. She currently lives in Califirnia and never registered it in the state. It is registered in Washington. Does she have to get the car registered in Califirnia and a smog check or can she legally sell as is? Car is 2003 neon.

1. This is a state law area, but I don't think so. Sell it, & the buyer is responsible for getting the title transferred to where he lives.
