How do I apply for overhaulin?

My grandfather has an old drag car that he use to race. He won an NHRA championship and wishes he could get back into it again but he stopped because he didn't have the money and he cant get back into it because he really doesn't have the money or time because he runs his own buisness. Since he has no time to do very much of anything now the car has just sat and sat and sat and now it is all rusty and falling apart
