What would be the implications of running a car boot sale with traders?

A friend I know is interested in purchasing a piece of land for the sole purpose of holding a car boot sale there on a weekly basis. He will allow traders (those buying with the intention of selling for profit) as well as those selling only their unwanted goods, however he wants to know the implications that would fall on him if he allows this to happen. Who would he need to contact for advice, what are the legal, statutory requirements if any, any info that may be useful is much appreciated, thanks :-)

1. Start by calling your local Council to see if they will actually let you operate a boot sale from the site. If they say yes, find out how much public liability insurance you will need to purchase. If you can afford that, contact the local Health and Safety department, to see what legal requirements you will have to meet, in order to operate a boot sale from the site. If you can still afford it, go ahead.
