What is the best car to modify?

Taken in mind the insurance performance and also the cost, i am very open minded to your answers so don't be shy, if you can provide websites to so i can have a look at modified cars it we be appreciated. When i say cost am looking about 30-40k on modifying the car thats nt including the price of the car

4. If you have £30k to spend just buy a decent car then you wont need to modify. You could get a nearly new BMW E92 for £35k.
