- Unless you were psychic and did this a year ago, you're out of luck. The clunker must be registered and insured for the past year under YOUR own name to qualify. It's to prevent people like you from defrauding the government.
- Yes, as long as you have it registered and insured in your name for no less than a year. So since the program is only to run till Nov.1st 2009, if you hadn't bought the used car before Nov 2008, you are out of luck.(edit) sorry Peter your answer wasn't showing when I submitted.
- No, silly. The government knew there would be people who would want to do this and cheat the system. So they made the rule that you must own the car for a year prior to trading it.
