After Paying off loan, how long it takes to receive Car Title in California?

I am buying a user car from a person who has registered Title in CA. He had car loan. He has paid of the loan to the lender on April 15th. California DMV told that it has mailed the title on April 27th. He is still waiting for the title. Can anyone tell me, how long does the process takes to receive the title in post.

  2. The DMV wont' be mailing him the title, the bank or financing company who he was paying the loan to should be mailing it to him. Did he say the DMV is going to mail it to him? You should be very wary about this guy if that's what he said, because it would be a lie. Have you already given him any money? Don't give him a cent until you see that title right in front of you. Also, before he can sell it to you he needs to have it smogged. Don't give him any money until everything is in order, otherwise you will get scammed. When I finished paying off my car I got the title in the mail about a month later.
