What is happening when flame come out of the tailpipe in modified cars?

Why does this occur? Doesn't the catalytic converter takes care of this?

1. its just a spark plug like thing that ignites the left over gasses in the exhaust removing it is simple enough
2. Timing can be off or a broken exhaust valve.
