Registration for New Car in Massachusetts?

Do you have to pay off all parking tickets before being able to register a new car in the state of Massachusetts? Or is it just the excise tax? I am currently covered for insurance on my old car ( which I donated to Kars 4 Kids). My new car got towed and the plates taken by the police because of it being insured. I don't know what to do from here. Please provide any helpful feedback. Thanks.
