Can I use the clunker bill to buy a NEW car that was made in 2008 but is still on the lot in 2009?

The clunker bill states that I must buy a new car but does that mean that it cant be from previous years? some dealerships still have cars on their lots from 2008 and 2007 that have not sold. Technically those are new cars so can I use my $4,500 discount towards them?
