  1. Depends on where in Illinois. Typically, if you know what you are doing at the negotiating table, it will be less expensive to buy a vehicle in the Chicago area as opposed to anywhere in Central Illinois or Indiana. The reason for this is because the Chicago area is saturated with car dealerships. If you don't like the deal you are getting from one dealer, you just go to the next one, which is normally 15-20 minutes away. More competition = play the dealers against each other = better deal for you. EDIT - Unless you are buying in Dupage County, Illinois and their taxes are higher than your county/state taxes, auto taxes are based on where you live, not on where you buy the car. Some states will charge you sales tax, regardless, if you are from another state. In other words, shop locally if taxes are what you are worrying about.
  2. Try Craigslist, autotrader.com, cars.com. I've bought from all of those in the past.
  3. prices on cars are negotiable, no matter where you are, and you pay taxes where you live, not where you buy... The other thing that affects price, is which dealership you are in at the moment... Your best bet is to find the car you want, and negotiate the the price.. if you can't get the price you want, go somewhere else, or come back next week....
