1. For most states, insurance is based on where you park your car at night, which is presumably NY for you. Thus, it would not be legal for you to get insurance in NJ. If you don't use your car much in NY and would be willing to park it in NJ, then you can call your insurance company and ask.
2. You need to purchase insurance based on your permanent address. Any attempt to lie to the insurance company is called fraud. It's a crime to commit insurance fraud.
