Age first licensed with car insurance quote?

It is time to renew my auto insurance and I have been shopping around. I have a question about the online insurance quote where it asks you "Age first license in the U.S". Does it mean the time you got your learner's permit? Or your actual license? Because there is a gap of around 3 years for me between the time I got my learner's permit and actually license. And that seems to make a big difference in the premium ( around 200 dollars for half a year ).

1. A learners permit is, after all, just a limited license. Go by that date.
