New car discounts - EC Directive January 1st.?

I heard an artice earlier today on Radio 5 Live regarding some new cars that will not be able to be sold after December 31st because they will not comply with a new EC law which comes in to force on January 1st - something to do with 'Euro 4 Compatible' I believe. Anybody add a little more information please?

1. It's an emission standard. From what I've seen in http://en.wikipedia.org/wiki/European_emission_standards and other sources the Directive has been in place for some time and has been enacted in national law since Jan 2007.
