Is it cheaper to buy a car in Arizona?

I am looking to saving up and buying a new/used car. I live in California, but wanted to know if i can buy my car in Arizona and get the same car i would buy in California but cheaper? And if you can tell me, when would it be the best time to buy a car?

1. No, if you buy a car in AZ, you must wait 6 months before you can register it in CA... they want you to buy here so it has CA smog equipment.
2. If you buy a car in AZ, you can't register it in CA unless it has more than 7000 miles on it.
