What is the minimum ground clearance for vehicles in VA?

I am planning on modifying the suspension of my vehicle in such a way that will lower it about an inch. I know this is not substantial lowering, but I would like to be prepared should an officer try to tell me my car is too low. Factory ground clearance for the vehicle is rated at 5.9 inches. All replies are appreciated.

1. This is all that the VA states for lowering. Not less than 24 inches to be measured from the center of headlamp to the level ground upon which the vehicle stands when such vehicle is without a load.
