How to sell your junk car for the highest price?

I heard there is a low income program that help you if you sell your junk car in california. It's not the rebate program, but it's some new program where if you're low income and you sell your junk car to the junk yard, you will get around 1k-1.5k. My car is a 1996 camry, it's still running, but it's not drivable since all the air bag pop, and the front compartment doesn't look right. If there is no such program, what is the best way to get rid of it for the highest price!
