California law on car modifications questions?

I would like to modify my car in a few respects as listed below: * Would like to get a body kit * put Audi style LED lights in the front lights * Put an airflow system in the car (heard this wouldnt pass smog unless its a certain type?) If anyone has experience in california law in regards to vehicle modifications, feel free to answer! Thanks! Its a 97 Saturn SC2

  1. Been a few years since I was there, but I know this much: 1. Body kit - no state laws I'm aware of but some local towns hassled us if the car could not drive over a speed bump without dragging. 2. LED Lights - ALL lights in the front and rear of a car must be DOT certified. Check your factory lights - even the markers and turn signals, you will see DOT in raised letters and/or the letters SAE with a number after it. Any lights without this certification are illegal. 3. Engine mods - all mods to the drivetrain must be CARB (California Air Resources Board) certified. The manufacturer will usually state in the advertising if their parts have this certification. CARB certification ensures the mod will not result in illegal emissions levels.
