Non transferable title, How much to sell car for parts?

So I recently discovered I can't sell my car because I never had it registered when I was driving but I had the title to my name and all. I was informed I can't sell it due to penalties unless I do it for parts? 1. Whoever told you that was mistaken. The purpose of a title is proof of ownership and the ability to transfer that ownership.
