have classic car, no title, bill of sale-which states title cars with bill of sale only?

live in Ohio but can register/title car in other state and transfer if needed, please advise which state will give me a title with the bill of sale only and do or do not require an inspection of the vehicle. Car is in Ohio and is not drivable, was purchased from seller in Texas.

1. All states have have the ability to issue a title on an untitled vehicle. Take your bill of sale and the vehicle vin number to your local county title clerk. They will tell you what else you need if anything. r
