What is the best car that you can modify?

Whats the best car i can buy for under 22,000. used or new. That i can modify in order to make much faster. any suggestions?

7. 2006 Mitsubishi Lancer Evolution. Already a pretty fast car out the box so adding mods to it will just make it faster. Starting with a slow car like a base Civic may be cheaper but you'll still have to spend alot of $ just to get it as fast as the Evo with no mods. If you can find a low mileage 2005 Evo even better. The real advantage to the Civic however is the ton of mods available. Still I'd go for the Evo.
